With reference to my Despatch No. 492 of
the 27th. October, in which I forwarded Mr. Jones's applica-
tion for promotion to the post of Assistant Harbour Master,
I have the honour to submit for your consideration that an
ex-Naval Officer of good social standing should if possible
be appointed to this vacancy. It will be necessary to appoint
him to act as Harbour Master during the absence of that Officer
from the Colony, and it is generally found advisable to give
the head of the Harbour Department, whether temporary or per-
manent, a seat on the Legislative Council.
